Valentin Fokeyev was born in Simontsevo of the Vladimir region. He studied under A.Ovchinnikova at the Mstera Vocational Art School from 1955 to 1959. In 1967, Valentin Fokeyev graduated from the Moscow Art Technological institute. He has participated in art exhibitions, and he has been a member of the USSR Union of Artists since 1975.
