Vera Starkova was born in Mstera in 1926. She studied at the Mstera Vocational Art School from 1942 to 1946 under N. Kylov and I. Fomichov. She became a member of the Proletarian Art Artel in the same year of her graduation from MVAS until 1969, when she went back to MVAS as a teacher of miniature painting techniques and design. She taught there until 1987.
Starkova has participated in art exhibitions since 1955, and has been a member of the USSR Union of Artists since 1970.
