Valentin Fedotov was born in the Yalinsky Collective Farm in the Kurgan Region in 1935. He graduated from the Palekh Art School in 1965. He was employed at the Palekh Art Workshops from 1965-1989, and was a member of the Artists Union since 1982.
Themes of his works involved folklore, literature, and customs ("Stone Flower", "Legend of the Urals", "Malachite Casket", "Deed of Ruslan Lazarevich", "Bazhov's Tales", "Wedding Customs"). He has exhibited since 1974, and his works are now part of the collections of the State Museum of Palekh Art, the All-Russia Museum of Decorative and Applied Art, and the Art Foundation of Russia.
